THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

Prepared in accordance with the format in FAR Subpart 12.6; this announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (FAR 12.603)

3. Set-aside/Competition: BRAND NAME ONLY, SOLE SOURCE under FAR Subpart 13.5 (commercial items). OEM‑authorized sources may respond. Brand‑Name Justification is attached per FAR 5.102(a)(6); sole‑source justification prepared IAW FAR 13.501 using the 6.303‑2 format.  

4. NAICS / PSC:

   • NAICS: 333318 (Other Commercial and Service Industry Machinery Manufacturing) – Primary

   • PSC: 4630 (Sewage Treatment Equipment)

   • Additional PSC for installation services (if separately CLINed): Z1NE/Z2NE (Water & Sewage Facilities M&R/Repair)

   (Based on requirement content and PWS site‑work at NIWTP.) 

5. Description/Requirement:

   The U.S. Section, International Boundary and Water Commission (USIBWC), Nogales Field Office, requires purchase and installation of OEM-specific headworks equipment at the Nogales International Wastewater Treatment Plant (NIWTP), Rio Rico, AZ:

   • One FT‑48 Mensch Severe‑Duty Bar Screen (¾" spacing) (replace in kind)

   • Two Vulcan EWP 250/1000 Washing Presses with control panels (replace in kind)

   • Two ESR stair‑type fine screens (ESR‑34 or ESR‑28 per final PWS correction) with controls (replace in kind)

   • Associated OEM wear parts, removal, installation, testing, commissioning, and training

   Equipment must match existing NIWTP channel geometry (4’x7’), hydraulic profiles (~20 MGD/channel), mounting interfaces, discharge elevations, and NEMA 4X/NEMA 7 control requirements; must integrate with existing screw conveyors and SCADA.  

6. Location & Period of Performance:

   Place of Performance: NIWTP, 865 E. Frontage Rd., Rio Rico, AZ 85648. Period of Performance: 120 calendar days ARO. 

   FOB: Destination; Inspection/Acceptance: Destination (Commercial).  (FAR Subpart 12.4/12.301 framework)  

7. CLIN Structure (supply + install):

   CLIN 0001: FT‑48 Mensch Severe‑Duty Bar Screen, delivered & installed, OEM brand‑name

   CLIN 0002: Vulcan EWP 250/1000 Washing Press, delivered & installed (Qty 2), OEM brand‑name

   CLIN 0003: ESR stair‑type fine screen, delivered & installed (Qty 2), OEM brand‑name

   CLIN 0004: Associated OEM wear parts, controls, and integration

   CLIN 0005: Removal, installation labor, testing, commissioning, training

   CLIN 0006: O&M manuals and training materials (2 hard copies + electronic)

   PPE required; access may be affected by railroad operations; alternate dirt road available. 

9. Brand Name & Sole‑Source Basis:

   Replacement must be “in‑kind” to match NIWTP’s existing engineered channels, hydraulics, electrical panels, and SCADA. Non‑OEM substitutions would require channel demolition/reconstruction, conveyor replacement, panel rework, SCADA redesign, and extended downtime.  (NOI and J&A basis)  

10. Urgency:

   Due to unusual and compelling urgency, NIWTP currently operates with only one functional coarse screen/conveyor; remaining equipment is inoperable or removed. Loss of the remaining train risks environmental non‑compliance and service disruption. The Government would be seriously injured by delay; therefore, shortened response periods are used under FAR 5.203 for commercial items. If 6.302‑2 is invoked, synopsis timing may be bypassed per 5.202(a)(2). J&A will be posted within 30 days after award per 6.305(b).  

11. Instructions to Offerors:

   The provision at FAR 52.212‑1 applies; submit a quotation with:

   • Technical approach demonstrating OEM brand models and authorization

   • Price breakout by CLIN (lump sum allowed with schedule of values)

   • Delivery/installation schedule meeting 120‑day PoP

   • Warranty, training, and commissioning plan

   Include completed FAR 52.212‑3 (Reps & Certs).  

12. Evaluation (Streamlined; FAR 12.6 / 13.106):

   Best‑value tradeoff or LPTA at CO’s discretion; factors: Technical (brand‑name OEM fit & authorization), Price, Past Performance. Relative importance need not be stated when using Part 13; evaluation complies with FAR 12.6 and 13.106.
