Notice of Intent to Sole Source work at the Sacramento Erosion Contract 2 Project

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), Sacramento, CA 95814, intends to award a firm-fixed-price (FFP) Sole Source Contract Modification to San Rafael Rock Quarry, Inc. (1000 Point San Pedro Rd., San Rafael, CA 94901-8312). The effort would be implemented under the Sacramento River Erosion, Contract 2 in Sacramento, CA. The construction will includethe I-80/50 Pioneer Bridge erosion control. This will be awarded on a sole source basis under the authority of 41 U.S.C.

3.304(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable North American Industrial Classification System (NAICS) code is 237990, Industrial Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $45,000,000 annual revenue. The Product Service Code (PSC) is Y1LC, Construction of Tunnels and Subsurface Structures.

In accordance with FAR 36.204(f) the magnitude of construction is estimated to be between $1,000,000 and $5,000,000. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available and telephone inquiries will not be honored.

This is a notice of intent to award a sole source action; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirements received no later than 2 July 2024 at 5:00 PM Pacific Standard Time (PSG) will be considered. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
