Notice of Intent to Sole Source Generator Feild Repair FY24

The United States Military Academy, West Point, NY intends to issue a sole source award utilizing Simplified Acquisition Procedures to Eaton Corporation for service requirement for software field repair on the Generator Control System -Caterpillar 3512B’s programmable logic controllers and identified as the only source that can provide the source code.

Eaton is the only company that has access to the computer system and has maintained the source code since the installation of the generator system in 1998 and has maintained the source code since the initial installation. Eaton has sole propriety access to efficiently and effectively modify the source code and hardware as required for this requirement. This proposed action is a Firm Fixed Price contract.

The applicable North American Industrial Classification System Code (NAICS) code that this item falls under is 811310 Commercial & Industrial Machinery Repair and Maintenance Services with size standard of $12.5Mil. This notice of intent is for information purposes only. All source eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulated the ability to provide this exact requirement outlined above.

A request for documentation will not be considered as an affirmative response. If no responses are received within two (2) calendar days after publication of this notice, to the effect that comparable item is available, and it is more advantageous to the Government than obtaining this product though a sole-source contract, a sole source contract award will be made.
