Notice of Intent to Award Sole Source

The North Dakota Air National Guard intends to award a standalone firm-fixed-price sole-source Architect-Engineer contract to Zerr Berg Architects, Inc. for Type C construction-phase services supporting a previously designed installation access-control infrastructure upgrade in Fargo, North Dakota.

The authority for this action is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The intended awardee is the project’s original Designer of Record and previously performed the Type A and Type B services for the project. The requirement includes construction-phase technical support, design-related clarification, critical-submittal review, periodic inspections, modification support, testing support, record-drawing support, and project closeout documentation.

This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, as appropriate, which will be considered by the Government.

Detailed technical information will be provided, as appropriate, to responsible sources upon request and subject to applicable access, handling, security, and release requirements.

Responses are due no later than 3:00 PM Central Time, 29 September 2026, and shall be submitted electronically to rachel.syverson@us.af.mil. 

The Government will not pay for information submitted in response to this notice.
