Notice of Intent to Award Sole Source Order to Makai Ocean Engineering

This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Makai Ocean Engineering, Unique Entity ID GVLGK73C9DM1, CAGE 07PW6, of 41-305 Kalanianaole Hwy, Waimanalo, Hawai'i 95795-01806, United States.

The requirement is for engineering services to deliver technical reports based on performance simulation of fiber optic tether deployments that serve as communication links between autonomous underwater vehicles and submarines in a dynamic ocean environment. The Government intends to negotiate solely with Makai Ocean Engineering under the authority of FAR 13.106-1(b), only one source capable of meeting the Government's requirement.

FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A copy of the Request for Quote will be made available upon request. The applicable NAICS Code is 541690, Other Scientific and Technical Consulting Services and the size standard is $19 Million.

All responses received by this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
