The requirement is for engineering services to deliver technical reports based on performance simulation of fiber optic tether deployments that serve as communication links between autonomous underwater vehicles and submarines in a dynamic ocean environment. The Government intends to negotiate solely with Makai Ocean Engineering under the authority of FAR 13.106-1(b), only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A copy of the Request for Quote will be made available upon request.
