Integrated Referral Management and Appointing Centers (IRMAC) Services for the Florida Panhandle

The Defense Health Agency Contracting Activity, Southern Markets Contracting Division (SMCD), San Antonio, Texas, issued a solicitation for Integrated Referral Management and Appointing Centers (IRMAC). The Request for Proposal (RFP) #HT940824R0002 consisted of nonpersonal services in support of all Medical Treatment Facilities (MTFs) for the Florida Panhandle, comprised of Eglin Air Force Base, Tyndall Air Force Base, Hurlburt Field, and Naval Hospital Pensacola (NHP), Florida.

This requirement was solicited as an 8(a) competitive contract, resulting in one (1) Firm-Fixed-Price (FFP) Level of Effort (LOE) award as a result of tradeoff evaluation of proposals. The North American Industrial Classification System (NAICS) code is 621999 - All Other Miscellaneous Ambulatory Health Care Services. The Small Business Administration’s size standard for this NAICS code is $20,500,000. A total of twenty-five proposals were received in response to RFP #HT940824R0002.

Two proposals were not compliant with the solicitation terms and conditions. As stated in the Addendum to FAR 52.212-2, Best Value Determination, after placing the proposals in order from lowest-price to highest-price and commencing evaluations in that order, once an Offeror was evaluated as technically acceptable and to have a Substantial Confidence performance confidence assessment rating, the evaluation process stopped and the SSA made an integrated assessment best value award decision.

In following this process, the proposal from CSRS3, LLC, was determined to provide the overall best value to DHA and the Florida Panhandle based on the Price-Past Performance trade-off. Contract base period changed from 1 June 2024 – 31 October 2024 to 1 August 2024 – 31 October 2024. The option periods of performance remain as originally solicited; 1 November 2024 - 31 October 2027.
