The Government is soliciting quotes for a modular fluid storage and dispensing system (delivery only) that meets the essential characteristics outlined in the attachments. The required system must fit within a 12’W x 9’D x 10’H footprint, operate entirely on facility compressed air, and secure four (4) 120-gallon aluminized steel tanks (3 Black for oil, 1 Blue for coolant). The system must accommodate three different types of oil and one coolant. Key functional requirements include:

Two (2) pneumatic pumps: One AODD pump dedicated to the coolant line, and one Gear/Piston pump for the oil line. An oil selector manifold: The oil pump must draw from a manifold connecting the three oil tanks, utilizing three 2-way isolation ball valves to select the desired fluid and prevent cross-contamination. Two (2) 50ft hose reels: One reel dedicated to coolant and one shared reel for the three oil types.

A mandatory purge/flush line: The oil hose reel system must include a purge line or return valve, equal in diameter to the hose, to clear the line of residual fluid when switching between oil types. Independent 10-micron filtration: Dedicated, independent 10-micron inline filters with isolation valves must be installed on both the oil and coolant lines.

Safety features must include color-change desiccant breathers, isolated sight gauges, drip pans, and a spill containment pallet capable of holding a minimum of 130 gallons. Quotes for "or equal" products will be evaluated provided they meet all specified characteristics.
