This Sources Sought/Market Survey Notice is being conducted by Aleda E. Lutz VA Medical Center, 1500 Weiss St., Saginaw, MI 48602 to identify all sources that are capable of providing Water Tower Inspection and Maintenance Services for the period of August 11, 2024 August 10, 2025 at the discretion of the Government in strict accordance with all schedules, specifications, terms, conditions and provisions of this contract.
GENERAL Aleda E. Lutz VA Medical Center (SVA) requires a firm, fixed-price contract for maintenance and inspection services for the 250,000-gallon spheroid water tower, constructed in 2012 by Maguire Iron, Inc. located at 1500 Weiss Street, Saginaw, MI 48602. SCOPE Contractor shall perform the following tasks:
1. Inspect the tank s interior coating for remaining intactness and anticipated life. Submerged surfaces to be inspected by remotely operated vehicle (ROV). Review all interior girders and appurtenances for possible structural damage from icing or corrosion.
2. Review all interior surfaces for corrosion and/or damage and qualify damage for repairs. All repairs are to be quantified by extrapolation of a measured area.
3. Inspect the exterior coating for remaining intactness and anticipated life.
4. Review all exterior appurtenances for damage due to corrosion.
5. Review the exterior of the exposed foundations.
6. Review all safety requirements for ladders, cages, etc.
7. Review all health requirements of the tank, including screening of the vent, overflow pipe, and other possible contamination sources. Notification of failed areas will be provided to the Owner on site.
8. Prepare a report documenting all items found and recommendations for repair, including budgetary items. The engineering report is to include conclusions and recommendations, base report, and digital photographs with descriptions, and an edited inspection video on flash drive. Contractor shall be accredited in the following areas: National Association of Corrosion Engineers (NACE), American Welding Society (AWE), American Water Works Association (AWWA), and Society of Steel Coatings.
FIELD REPORTS Contractor shall provide a detailed report, listing each boiler separately, that includes, at minimum: All tasks completed, conclusions, recommendations, base report, photographs with descriptions, edited video on flash drive.
