SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: Design-Build Repair Storm Sewer Lines @ CG Base San Juan, PR PN 15852459. Provide Design-Build services for the repair work required for Base San Juan, Repair Storm Sewer Lines.

Perform the work according to this specification Summary of Scope of Work Review the Storm Water Master Plan (SWMP) for United States Coast Guard Sector San Juan, prepared December 2013, by URS Infrastructure and Environmental. Verify the location of affected utilities (horizontally and vertically) along with inspect the related accessible existing conditions to field verify the status and orientation of the various existing structures.

Determine possible generation of all hazardous waste generated by execution of any portion of the work. Collect all necessary material samples to ascertain their chemical composition and properties.

Prepare and submit design drawings, specifications, construction scheduling/phasing for review and site coordination. Following the acceptance of the design review the Contractor may commence the work to repair the storm sewer lines, to include clean sediment from all storm sewer inlets, catch basins, culverts and pipes. The performance period of the design and construction phase will be a total of two hundred ninety (290) calendar days. The estimated value of this procurement is between $1,000,000 and $5,000,000.

The applicable North American Industry Class System (NAICS) code is 237110 - Water and Sewer Line and Related Structures Construction. The small business size standard has an annual gross receipt of $45 million. Bid, Payment, and Performance Bonds are REQUIRED. The following are tentative dates for this project:

The U.S. Coast Guard is considering whether or not to set aside this acquisition for a HUBZone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB) or Women Owned Small Business (WOSB).

(d) evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals;

(e) documentation verifying small business certification and socioeconomic category designation by SBA;
