The statutory authority permitting an exception to fair opportunity is Section 41 U.S.C. 4106(c)(3) as implemented by the Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C), entitled The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
EHRM Rapid Decision Making bridge is hereby awarded Task Order number 36C10G25F0013 on a sole-source basis to provide continued services to support value stream management to solving clinical informatics issues escalated in relation to the Federal EHR (aka EHR modernization). Contractor will engage VA stakeholders and end-users, incorporating their needs and observations into work product standardized at the enterprise level for national deployment.
Contractor will also support validating improvements to VA end-users from VA end-user-centric improvements to processes related to modernized EHR. Tasks/services urgently needed include EHRM Issue Management, EHRM Council Management, and Informatics Adoption Pathways. Informatics Adoption Pathways are an essential element of change management transitioning between EHR systems in a highly complex and dynamic healthcare delivery environment.
Gaps in support for evolved operational needs will disrupt the current accelerated timeline for resuming EHR deployments currently underway. The redacted, Sole-Source Justification is attached with this posting.
