The Federal Aviation Administration (FAA) is conducting a Market Survey for Information to improve the Government's understanding of the current marketplace and to identify capable sources.

Responses to this Market Survey will be used to determine if there is adequate competition to set the requirement aside for a Socially and Economically Disadvantaged Business (SEDB 8(a)), small business, Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business, etc. This survey is being conducted in accordance with FAA Acquisition Management System (AM) Section 3.2.1.2.1.

The purpose of this Market Survey is to seek competent and qualified contractors to perform all work necessary to complete a Design/Build project to replace the underground utilites and refurbish the parking lot at it's Denver Air Traffic Facility in Longmont, Colorado. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. No contract of any kind will result from this announcement.

NAICS CODE FOR THIS PROJECT IS 237110 - Water and Sewer Liine and Related Structures Construction, which has a small business size standard of $45.0 Million.

ESTIMATED DOLLAR VALUE OF PROJECT: BETWEEN $5.0 Million and $10.0 Million.

SUMMARY OF WORK, INCLUDES, BUT IS NOT LIMITED TO:

Provide underground utility investigation, site survey, engineering design, subcontractor procurement, and construction to complete the following work. Provide utility investigation and evaluation to determine extent of replacement based on service life. Based on investigation results, replace underground site utilities: gas, storm, sanitary, domestic water, manholes, fire water loop and hydrants. Refurbish limited facility parking areas and sidewalks.

DESIGN CONSIDERATIONS: All areas of the facility will remain occupied and functional throughout the project. This is a 24-hour per day, 365 days per year, air traffic control facility with critical operations to support the flying public. Contractors with experience performing successfully at 24-hour critical facilities are encouraged to respond.

IF INTERESTED, RESPOND TO THIS MARKET SURVEY BY PROVIDING A CAPABILITY STATEMENT WITH THE FOLLOWING INFORMATION:

1) PAST EXPERIENCE PROJECTS. PROVIDE AT LEAST THREE PAST PROJECTS SIMILAR IN SIZE SCOPE AND COMPLEXITY THAT ARE CURRENTLY ONGOING OR COMPLETED WITHIN THE PAST FIVE (5) YEARS FOR PROJECTS THAT CONTRACTOR HAS PERFORMED AS PRIME CONTRACTOR. AT LEAST ONE PROJECT SHOULD BE VALUED OVER $5.0 MILLON AND AT LEAST ONE PROJECT SHOULD BE A DESIGN-BUILD PROJECT.

2) PROVIDE BUSIINESS SIZE STATUS AND ANY SUPPORTING DOCUMENTATION.
