Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

SECURE FACILITY
The USDA APHIS Wildlife Services (WS) is a secure facility.  Contractors must be escorted at all times while on site.  Contractors must provide photo ID and sign in/sign out when entering/leaving the facilities at all times.

**09/14/2026 Attachment 05 SF 1449 Revision 1 - Fix clerical error in Box 10 (change from unrestricted to small business) - the new attachment has been uploaded to reflect the change.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 12639526Q0303 is issued as a Request for Quotation (RFQ) for HDPE Bird Netting.

This acquisition is set aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 326199- Other Plastic Products Manufacturing.  The small business size standard is 750 employees. This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which shall be considered by the agency.

ALL CONTRACTORS MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) PRIOR TO CONTRACT AWARD, no later than the solicitation response date of September 21, 2026 @10:00 am Central Standard Time. If your SAM record is not Active prior to quote, it will not be considered.
