AN/PVS-31D Night Vision Goggles

NOTICE:

Amendment 0001 is issued and attached in Attachment/Linkd Section.

Amendment 0002 is issued and attached in Attachment/Linkd Section. This solicitation, W91CRB-26-Q-5005, is issued as a Request for Quotation (RFQ) to fulfill a Foreign Military Sales (FMS) requirement on behalf of the Security Assistance Management Directorate (SAMD) for the country of Morocco, under FMS Case Designator MO-B-UVC. This requirement is for the provision of AN/PVS-31D Night Vision Goggles, (F5032), NSN: 5855-01-685-2918. This is a full and open competition.

The Government intends to award a single Firm-Fixed-Price contract based on the Lowest Price Technically Acceptable (LPTA) evaluation criteria outlined in the solicitation. This solicitation will not be issued in paper format. All solicitation documents, including the Statement of Work (SOW) and any future amendments, are available for download under the "Attachments/Links" section of this notice on System for Award Management website (https://www.sam.gov/).

It is the responsibility of interested parties to monitor this site for any amendments. Contractors must be registered and active in the System for Award Management (SAM) at the time of proposal submission to be eligible for award.

Submission of Questions: All questions must be submitted in writing via email to Rem D. Ngo, Contract Specialist, at Rem.d.ngo.civ@army.mil, with a copy to the Contracting Officer, Aqua Jefferson, at Aqua.m.jefferson.civ@army.mil. The deadline for questions is 2:00 PM Eastern Daylight Time (EDT) on July 27, 2026. Questions submitted after this time may not be addressed.

Submission of Offers: All offers must be submitted via email to the primary point of contact, Rem D. Ngo, at Rem.d.ngo.civ@army.mil with a copy to the Contracting Officer, Aqua Jefferson, at Aqua.m.jefferson.civ@army.mil. Offers are due no later than 4:00 PM EDT on July 31, 2026.
