In accordance with FAR 5.204, this pre-solicitation notice is meant to inform industry of an anticipated, upcoming solicitation. This notice will not bind the government to any actions or awards. Project scope: Buckhorn Lake is located near Buckhorn, Kentucky and the project location is just upstream of the main dam structure.

This project involves renovation of the existing boat ramp, removal of an outcropping along the road to the boat ramp, improved drainage along access road and boat ramp, and a work platform for handling of lake debris. The existing boat ramp was constructed in the dry with the dam construction and provides access to the water during winter pool. The new ramp will not be constructed to the same depth (elevation) as that would require a cofferdam and dewatering to accommodate construction.

The ramp will be reconstructed to near winter pool and tie into the existing ramp below winter pool. A topographic survey has been acquired to ensure the new boat ramp grades are acceptable for trailer access and to ensure construction is completed to proper grade. Intent is to reconstruct the ramp to similar grades as the existing. It also includes the construction of a large rather flat work platform near the ramp turnaround area that also has additional parking areas.

This platform will require placing rock fill below the lake surface. Drainage improvements will be included along the access road, improved boat ramp, and additional parking area created. Also, curbs and flumes will be incorporated on the west side of the ramp access road to prevent erosion of the embankment slope on the reservoir side of the ramp. The new storm system will correct deficiencies with the current system. Contract duration is 365 calendar days.

NAICS code is 237990, Engineering Services, which has a size standard of $45 million in average annual receipts. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach.
