Removal of Topsail Beach Pier

INSTRUCTIONS TO OFFERRORS NOTE 1: AWARD WILL BE MADE TO THE LOWEST PRICED, TECHNICALLY ACCEPTABLE OFFER.

NOTE 2: IN ORDER TO BE CONSIDERED TECHNICALLY ACCEPTABLE, THE CONTRACTOR MUST SUBMIT THE FOLLOWING WITH THEIR QUOTE:

a) The offeror is registered and has no active or inactive exclusions listed in their Entity Record on the System for Award Management (SAM).

b) Offerors are required to submit prior experience of recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required.

c) Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years.

d) A minimum of two (2) contracts/projects shall be provided to include:

contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than five (5) contracts/projects.

e) In order for an Offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects.

f) The Offeror must provide a technical proposal that explains how the requirements in the SOW will be carried out.

g) The Offeror must submit a valid North Carolina Marine or Building contractors Licensing. REQUESTS FOR INFORMATION OR ANY QUESTIONS, MUST BE SUBMITTED BY 13 MARCH 2026, 2:00 PM ET. REQUESTS FOR INFORMATION OR QUESTIONS WILL NOT BE ACCEPTED AFTER 2:00 PM, EST. ALL REQUESTS, QUESTIONS, AND QUOTE SUBMISSIONS SHALL BE VIA EMAIL DIRECTED TO DIANA.D.CURL@USACE. INQUIRIES AND REQUESTS THAT ARE DIRECTED TO ANY OTHER PERSON MAY NOT BE RELAYED TO THE PROPER PERSON AND, THEREFORE, MAY NOT BE ANSWERED.

QUOTES ARE DUE BY 2:00 PM, ET, MARCH 23, 2026. SUBMIT YOUR QUOTES ELECTRONICALLY BY EMAIL TO DIANA.D.CURL@USACE.ARMY.MIL AND ROSALIND.M.SHOEMAKER@USACE.ARMY.MIL SITE VISIT (a) Effective site visits reduce proposal assumptions, surface practical construction challenges early, and establish collaborative relationships that minimize differing site conditions claims while ensuring contractors can deliver feasible, innovative solutions.

Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) Site Visit: A site visit has been scheduled for: Wednesday, March 11, 2026 at 9:00 AM E.T.
