Meeting Package for Yellow Ribbon 755th MP

Amendment 0002: The purpose of this amendment is to clarify and specify the change the period of performance and duration to the correct period and duration as established in the PWS. This is not a multi day event. The correct event date is amended as follows:

28 September 2024 DURATION OF EVENT: 1 DAY (see PWS for arrival times for setup and departure). There are no further changes to existing terms and conditions other than this change. There are no changes to closing date for receipt of offers. Offers not received by established date and time in the solicitation are considered LATE and therefore SHALL NOT BE CONSIDERED.

Amendment 0001: The purpose of this amendment is to change the period of performance as established in the PWS from 28 Sept 2024 to 7 Sept 2024.

This is a combined synopsis solicitation number for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR Part 13, Simpli?ed Acquisition Procedures and FAR Part 12, Commercial Services.

Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line-item descriptions, and attachments, may not be evaluated for award. One (1) ?rm-?xed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. Please see FAR 13.004-Legal e?ect of quotations.

The Puerto Rico National Guard Purchase and Contracting Office intends to utilize this Request for Quote (RFQ), to obtain o?ers to for an offeror to provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform 755th MP Pre-deployment Yellow Ribbon, Meeting Package, as defined in the Performance Work Statement attached. The Government intends to select one contractor.

The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 721110 and the Small Business size standard is $40,000,000.00.

All prospective o?erors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. Offerors shall respond to this RFQ on or before Tuesday, July 23, 2024 at 4:00 pm, Atlantic Standard Time/local time Puerto Rico. Any quote, modification, or revision of a quote received after the exact time speci?ed for receipt of quotes is considered “late”. Any questions received after this date and time may not be answered.

Period of Performance: September 28, 2024 (ONE DAY ONLY, see PWS for arrival time)

Location: Within an approximate radius of 50 miles from ARECIBO, Puerto Rico All quoters must list Unique Entity Identifier (UEI) number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make a quoter ineligible for award. Vendor must also be registered in Wide Area Workflow to receive payment through electronic funds transfer.

No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting O?icer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting O?icer.

Basis of award: Award will be made to the lowest priced quote that meets all the technical Requirements speci?ed in this solicitation and outlined in the PWS. The Government intends to award a contract without discussions with respective o?erors. Proposal’s that fail to meet the government’s schedule and ALL technical requirements will be deemed technically unacceptable and disquali?ed from competition. The following factors will be used to evaluate o?ers: A) Price and B) Technical.

Price, Lowest Evaluated Acceptable Quote 2. Technical Acceptability: Technical acceptability will be based on the quotes compliance with the Solicitation and Performance Work Statement (PWS). Please place attention to the requirements depicted in Paragraph 5.0 (Requirements) of the PWS. Technical will be considered acceptable or unacceptable:

1. Acceptable: Quote clearly meets the schedule and requirements of the solicitation.

2. Unacceptable: The quote does not clearly meet the schedule and requirements of the solicitation. If you wish to compete, please submit your standard business Pro-Forma quote. There is no need to include sales taxes in your pricing as a Certificate of Exempt Purchases can be furnished being an exempted Federal agency.
