NOTICE OF INTENT TO SOLE SOURCE The U.S. Army Corps of Engineers (USACE), Jacksonville District, intends to solicit and contract with Trane U.S. Inc. (CAGE 60532), of White Bear Lake, Minnesota, on a sole-source basis to conduct training of field personnel for the Heating, Ventilation and Air Conditioning (HVAC) Control System installed at a building located aboard Naval Station Guantanamo Bay, Cuba. This requirement also requires Trane U.S. Inc. to update the HVAC Control Panel.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. This acquisition is to provide training to the Office of Military Commission field staff on the proper operation of the HVAC control system that was installed under a previous USACE contract.
Trane Technologies was a subcontractor on the contract to replace HVAC controls in the courtroom (ELC-1). During the first year of operation the HVAC system was under warranty and Trane Technologies staff serviced the HVAC control system by transmitting information through phone calls to the field staff. Since the warranty has expired and there are new field staff, this effort is to train on-site field personnel on the operation of the HVAC control system.
Additionally, following a power outage, the HVAC controls require a reset which are complex. Trane U.S. Inc. (Trane Technologies) will perform the updates to the HVAC Control Panel. They are the only known contractor familiar with the HVAC control system and as the original system installers. Therefore, this requirement will be solicited using other than full and open competition in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
