Description
As published on SAM.gov.
Amendment 0001 is issued to extend the Request for Quotation due date from 2 November 2026 to 6 November 2026, 12:00 PM PST.
The U.S. Army Corps of Engineers (USACE) at the Libby Dam Project (17877 Hwy 37, Libby, MT 59923) is modernizing its Main Unit Governors by replacing existing pressure switches with pressure transducers on five (5) units. The objective of this contract is to procure specialized governor control programming, Programmable Logic Controller (PLC) / Human Machine Interface (HMI) development, and commissioning support from the contractor to accommodate this hardware change. This is a turnkey requirement; the Contractor assumes full responsibility for understanding the existing system logic and delivering a fully functional, updated programming solution with no technical assistance from the Government.
Work shall be accomplished on a rolling outage basis as units become available, spanning from the Contract Award Date through August 30, 2027.
Work will occur across remote and on-site location, structured as follows:
- Tasks 1 & 3 (Remote): Contractor's Facility.
- Task 2 (On-Site Commissioning): Libby Dam Project, 17155 HWY 37, Libby, MT 59923-9703
Quoters must submit a Firm-Fixed-Price (FFP) quote for all contract line item numbers (CLINs). Incomplete quotes will be ineligible for award.
To be considered for award, interested parties must submit an email quote package directly adhering to the following rules:
- E-mail Address: Quotes must be emailed to the Contract Specialist, Londres Medranda, at londres.medranda@usace.army.mil
- SAM Registration: Offerors must have an active registration in the System for Award Management (SAM.gov) at the time of quote submission and maintain it through performance and final payment.
- Inquiries & Questions: Questions must be sent via email to the Contract Specialist no later than five (5) working days prior to the quote due date. This ensures sufficient time for the Government to publish amendments on SAM.gov.
