COMBINED SYNOPSIS/SOLICITATION W9127N24Q0106 The Dalles Fire Extinguisher Emergency Services The Dalles Dam U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 20 September 2024 * This solicitation has been extended again with a new response deadline date of 27 September, 2024 at 12:00PM PST. Offerors are expected to acknowledge, sign, and include the signed copy of the amendment in their proposal package.

Visitors can arrive at the security checkpoint off of highway 84. If the site visit is held, an amendment to the solicitation reflecting the site visit will be posted and attached here.

An amendment that added FAR clause 52.237-1 has already been posted, and an additional amendment for this site visit will not be posted. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Dalles Lock & Dam has the need for hydrotesting, annual and monthly fire extinguisher (FE), self-contained breathing apparatus (SCBA), emergency breathing apparatus (EBA), compressed gas (oxygen) bottles, automatic external defibrillator (AED) inspections. The Contractor will also develop the report spreadsheet to track these services and assure the information displayed is representative and timely. The reports developed and/or produced for this task will become the property of the U.S. Government.

All processes and procedures along with any associated documentation developed and/or produced for this task will become the property of the U.S. Government. This action is hereby issued as a Request for Quote (RFQ). Please see the attached Performance Work Statement for all specifications, periods of performance, and other relevant information. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2024-06.

This solicitation is advertised as a total small business set-aside under NAICS 541990 – All Other Professional, Scientific, and Technical Services, with a size standard of $19.5M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Period of Performance: (PoP) The contractor will be expected to deliver a final Work Plan within 30 days of award that provides a schedule of upcoming maintenance services for all services. Please refer to the PWS for additional information.
