THIS IS A SOLE SOURCE SYNOPSIS in accordance with FAR 5.207(c)(15). In accordance with FAR 6.302-1 determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive Quotes. However, all interested parties may identify their interest and capability to respond to this requirement.

Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. ACC-RSA will not be responsible for any costs incurred by interested parties in responding to this notice.

The Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), Redstone Arsenal, Alabama, has a sole source requirement for a VBS4 software and associated licenses for The Manufacturing and Electronics Technology Division, Systems Readiness Directorate.

This is a Sole Source with Inventory Locator Service, LLC. ILSmart subscription is the only inventory locator subscription tool that provides access to government and commercial databases to increase efficiency of finding alternate part numbers & alternate sources of supply for obsolete Army aviation and missile components.

It is the only tool that currently meets the requirements for the AvMC Obsolescence Engineering Branch that generates lists of worldwide suppliers who have stock on hand for required obsolete components to spec used on Army Aviation and Missile Systems which is critical information for developing the best mitigation for life cycle requirements. Additionally, it is the only inventory locator tool that directly links to Information Handling. No solicitation documents exist at this time.

IAW FAR 5.207(c)(16)(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received within 7 days after date of publication of this synopsis.
