Combined Synopsis/Solicitation For United States Army Medical Center of Excellence (MEDCoE) On-Site Document Destruction Service W9124J-25-Q-DOCD 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. 2. The combined synopsis/solicitation number is W9124J-25-Q-DOCD. This solicitation is issued as a Request for Quote (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC Number is 2025-03, Sequence No. 8, 01-03-2025.

This requirement will be solicited as a Service Disabled Veteran Owned Small Business (SDVOSB) set- aside and will be fulfilled in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 561990 (All Other Support Services and Document Shredding) with a corresponding Small Business Size of $16.5 million.
5. All offerors must be registered in System for Award Management (SAM) at https://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. Also, if you are a Service Disabled Veteran Owned Business (SDVOSB). 6. The Contractor shall provide quality document destruction services over a four (4) year ordering period (14 March 2025 – 13 March 2030).
7. The Mission and Installation Contracting Command-Fort Sam Houston intends to award a fixed priced contract to obtain Document Shredding for the following sites and the contractor shall provide the lockable containers, by type, with initial delivery to a predetermined location in each designated building as follows:
• Building 591, one (1) console • Building 902, three (3) consoles • Building 908, one (1) console • Building 919, one (1) console • Building 922, one (1) console • Building 928, one (1) console • Building 1002, one (1) console • Building 1152, one (1) console • Building 1350, three (3) consoles • Building 1394, ten (10) consoles • Building 2791, five (5) consoles and two (2) mobile bins for large accumulation • Building 2792, fifteen (15) consoles and two (2) mobile bins for large accumulation • Building 2840, twenty-two (22) consoles and six (6) mobile bins • Building 2841, fifteen (15) consoles and two (2) mobile bins • Building 3312, six (6) consoles • Building 3313, five (5) consoles • Building 3314, six (6) consoles • Building 4011, thirteen (13) consoles • Building 4196, one (1) mobile bin • Building 6130 (Camp Bullis), three (3) consoles 8. The initial total container requirement is one hundred thirteen (113) cabinets/consoles and thirteen (13) mobile bins.
The contractor shall provide the capability to add and/or remove containers upon request. 9. Pickup locations are on JSBA Fort Sam Houston, TX and Camp Bullis (Driver will be provided with building numbers and google map address locations – (See Attachment 04 – Questions and Answers). 10. This contract will be solely awarded and administered by the Mission and Installation Contracting Command-Fort Sam Houston.
The Task Orders prepared off of this contract will be for the exclusive support of the United States Army Medical Center of Excellence (MEDCoE). Task Orders shall only be issued by a MICC-FSH Contracting Officer.
