Design Build (DB) and Design Bid Build (DBB) Construction Projects with Water and Wastewater New Utility Infrastructure Construction - Hill AFB, UT

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), Sacramento, CA 95814 intends to award a firm-fixed-price (FFP) contracts to require the prime construction contractors to sole source the new utility infrastructure for water and wastewater to the privatized utility System Owner, American Water Operations and Maintenance, LLC. The effort would be implemented on new USACE construction projects awarded between 2025 and 2028 at Hill Air Force Base, Utah in support of the Air Force Facilities Sustainment, Restoration, and Modernization (SRM) programs and the F-35/T-7A Depot-Level Maintenance and Repair program construction efforts. The construction and installation effort will include the following:

New utility infrastructure construction by the privatized utility System Owner (SO) for construction services for all work pertaining to new exterior water and/or wastewater systems. The SO would be responsible for constructing and installing new exterior water and wastewater utility infrastructure from the new constructed facility point of demarcation to the SO’s existing utility system and enter a connection charge agreement between the parties.

This will be awarded on a sole source basis under the authority of 41 U.S.C. 3204(b)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable North American Industrial Classification System (NAICS) code is 237110, Water and Sewer Line and Related Structures Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $45,000,000 annual revenue.

The Product Service Codes (PSC) is Y1NZ - Construction of Other Utilities.

This is a notice of intent to award a sole source action; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirements received no later than 28 June 2024 at 1000 / 10:00 AM Mountain Daylight Time (MDT) will be considered.

A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government.
