The effort would be implemented on new USACE construction projects awarded between 2025 and 2028 at Hill Air Force Base, Utah in support of the Air Force Facilities Sustainment, Restoration, and Modernization (SRM) programs and the F-35/T-7A Depot-Level Maintenance and Repair program construction efforts. The construction and installation effort will include the following: New utility infrastructure construction by the privatized utility System Owner (SO) for construction services for all work pertaining to new exterior water and/or wastewater systems. The SO would be responsible for constructing and installing new exterior water and wastewater utility infrastructure from the new constructed facility point of demarcation to the SO’s existing utility system and enter a connection charge agreement between the parties. This will be awarded on a sole source basis under the authority of 41 U.S.C. 3204(b)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
