Notice of Intent to Sole Source Award: Ground Based Strategic Deterrent (GBSD) Technology and Collaboration Center (TACC) - Hill AFB, UT

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), Sacramento, CA 95814 intends to award a firm-fixed-price (FFP) Contract Modification to require the construction contractor M.A. Mortenson Company (700 Meadow Lane N., Minneapolis, MN 55422) to sole source the new utility infrastructure for water and wastewater to the privatized utility System Owner, American Water Operations and Maintenance, LLC. The effort would be implemented under the Ground Based Strategic Deterrent (GBSD) Technology and Collaboration Center (TACC) project at Hill Air Force Base, Utah. The construction and installation effort will include the following:

New utility infrastructure construction by the privatized utility System Owner (SO) for construction services for all work pertaining to exterior water and/or wastewater systems. The SO will be responsible for constructing and installing new water and wastewater utility infrastructure from the new constructed facility point of demarcation to the SO’s existing utility system and enter a connection charge agreement between the parties. This will be awarded on a sole source basis under the authority of 41 U.S.C.

3204(b)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable North American Industrial Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39,500,000 annual revenue.

The Product Service Codes (PSC) is Y1AZ - Construction of Other Administrative Facilities and Service Buildings. In accordance with (IAW) Federal Acquisition Regulation (FAR) 36.204(d), the magnitude of construction is estimated to be between $250,000.00 and $500,000.00. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available and telephone inquiries will not be honored.

This is a notice of intent to award a sole source action; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirements received no later than 28 March 2024 at 1000 / 10:00 AM Mountain Daylight Time (MDT) will be considered. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
