The effort would be implemented under the Ground Based Strategic Deterrent (GBSD) Technology and Collaboration Center (TACC) project at Hill Air Force Base, Utah. The construction and installation effort will include the following: New utility infrastructure construction by the privatized utility System Owner (SO) for construction services for all work pertaining to exterior water and/or wastewater systems. The SO will be responsible for constructing and installing new water and wastewater utility infrastructure from the new constructed facility point of demarcation to the SO’s existing utility system and enter a connection charge agreement between the parties. This will be awarded on a sole source basis under the authority of 41 U.S.C. 3204(b)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
