Prepaid Postage and Equipment

Synopsis: The U.S. Government intends to procure a commercial prepaid postage solution to support official mail processing operations for the Directorate of Admissions, United States Military Academy (USMA), West Point, NY. The solution must meet the features and specifications outlined in the Performance Work Statement attached to this Solicitation.

Scope: The Contractor shall provide a prepaid postage service solution including software access, web client access, administrative controls, printing capability, reporting capability, technical support, and digital scale hardware necessary to support official mail operations at USMA. The Government anticipates issuing a solicitation as a Full and Open in accordance with FAR 6.101(a), under NAICS code 339940 - Office Supplies (except Paper) Manufacturing, with a size standard of 750 employees.

In order to be eligible for award, business must be registered as Small Business GSA Contract holders under the appropriate NAICS code in the System for Award Management (SAM) https://sam.gov. Responses to this notice are due on or before 5/14/2026 by 12:00 PM Eastern Standard Time (EST) by email to Soung Gibbons at soung.h.gibbons.civ@army.mil.
