Notice of Intent: Sole Source Learfield Communications LLC

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES/PROPOSALS. The purpose of this notice is to inform the public that the Kentucky Air National Guard anticipates issuing a purchase order for the advertising services. No solicitation or RFQ will be forthcoming. The 123d Wing Contracting Office will consider any response to the notice received within 10 calendar days of the posting of the notice. Responses may be submitted via email to:

jonathan.vance.4@us.af.mil. The Government is not obligated to award, and will not pay for, any information received from potential sources because of this notice of intent. Information received will normally be considered solely for the purpose of determining future requirements and whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government.

123d Wing Contracting Office, Kentucky Air National Guard Base intends to solicit and award one purchase order to Learfield Communications, LLC, for the purpose of providing Media and Advertising Services for the Kentucky Air National Guard. Learfield Communications, LLC is the sole owner of the advertising rights at Western Kentucky University. Learfield Communications, LLC does not sub-contract its media and advertising services to other firms.

Under the authority provided in FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
