W15QKN-24-Q-A002 Synopsis: The 99th Readiness Division is seeking qualified contractors to replace the parking lot lighting at the Berry-Rosenblatt Armed Forces Reserve Center (AFRC) located at 700 South Quaker Lane, West Hartford, CT. This project involves the complete removal and replacement of existing parking lot lighting fixtures, including all necessary electrical work, materials, and labor.

Scope of Work: The contractor shall furnish all plant, labor, equipment, materials, transportation, supervision, and technical expertise required to perform the work as specified in the Statement of Work (SOW). The tasks include but are not limited to:

- Removal and proper disposal of existing lighting fixtures. - Installation of new LED lighting fixtures and poles. - Ensuring all electrical connections meet current safety and performance standards. - Coordination with local municipalities and facility utilities for any required excavation. - Compliance with all applicable Federal, State, and local environmental regulations.

Period of Performance: The project must be completed within 120 calendar days after the Notice to Proceed is issued.

Site Visit: Interested offerors are encouraged to attend the site visit to assess the work area. Site visits will be held on August 29th and 30th, 2024, from 10:00 AM to 12:00 PM at the project location. Offerors must coordinate with the designated site visit points of contact before arrival.

Estimated Magnitude: The estimated price range for this project is between $100,000 and $250,000.

Proposal Submission: Offerors must submit a detailed price proposal along with a brief technical proposal explaining the approach to accomplishing the work. Proposals must be submitted no later than 3:00 PM EST on September 4, 2024. The Offeror shall submit its quote/offer electronically through the PIEE Solicitation Module.

Evaluation Criteria: The Government intends to make a single award to the responsible offeror whose proposal is deemed technically acceptable and offers the lowest price. Award may be made without discussions, though the Government reserves the right to conduct discussions if necessary.

Failure to meet these requirements may result in a non-responsive or technically unacceptable bid.
