This is the formal Request For Proposals (RFP) announcement for SPRRA2-26-R-0042. No telephone requests will be accepted. Direct your requests and communications to ATTN:DLA-AHC, Jean Paul Bretz, Contract Specialist, via email at jean.bretz@dla.mil and CC Harrison Mayfield via email at Harrison.mayfield@dla.mil for all RFP questions and to request the available drawings.

All emailed requests shall contain the following information: Company Name Company Address Company Cage Code Company technical Point of Contact (POC) information to include name, title, telephone number, and email address. Business Classification / Socio-Economic Status (e.g., large, small, 8(a), women owned, hub-zone, SDB, Service-Disabled Veteran Owned). Drawings shall be distributed by the DoD Safe website only once the solicitation has been posted to SAM.gov. Any/all questions about this RFP shall be answered via a formal RFP Amendment. The Amendment shall be posted to the government point of entry, Sam.gov.

All responsible sources may submit an offer, which shall be considered by the Agency. The solicitation shall be open for a minimum of 30 days from the date it is published. The solicitation shall not close prior to the date stated above and may be extended through a formal Solicitation Amendment at the desertion of the Government. It is the responsibility of the offeror(s) to periodically check for Solicitation Updates on Sam.gov.

Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. This requirement is a non-commercial procurement. The Government intends to issue ONE FIRM FIXED PRICE (FFP) SINGLE PURCHASE CONTRACT award from this announcement, using FAR PART 15 procedures. Offerors whose proposals exceed $2,500.00.00 are required to submit Certified Cost and Pricing Data in accordance with the requirements under FAR Part 15 and in accordance with the solicitation.

Evaluation Criteria: The Government shall use the Lowest Price Technically Acceptable (LPTA) evaluation criteria. The award shall be made to the offeror who is technically acceptable but has the lowest total offeror price. The specific evaluation criteria shall be detailed in Section M of solicitation SPRRA2-26-R-0042.

Pre-Award Determination Of Responsibility: The Government may request a Pre-Award Determination of responsibility from any/all offerors who submit a proposal to this announcement. Completion of the Pre-Award Determination of Responsibility DOES NOT signify or guarantee the offeror shall be awarded a contract form this announcement. Submitted Proposal to this announcement shall be valid for 120 days after the posted closing date and time. Offeros shall notate thier proposal expiration date on the proposal submission.
