NOTICE OF INTENT TO SOLE SOURCE:This notice is being published in accordance with Federal Acquisition Regulation (FAR) Overhaul Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to make a single source award contract and is not a request for competitive proposals. The statutory authority for the use of other than full and open competition procedures for this procurement is prescribed by FAR 6.103-1(b), only one responsible source and no other supplies or services will satisfy the agency’s requirements. Defense Logistics Agency (DLA) Energy intends to issue a nineteen-yea  firm fixed price single source award contract to Interstate Storage and Pipeline Corporation (ISPC), in accordance with 10 U.S.C. § 3204(a)(1), Only One Responsible Source. The contractor will provide contract services and ancillary facilities for receiving, storing, protecting, and shipping U.S. Government-owned Turbine Aviation Fuel, Grade Jet-A and transferring it via the contractor’s furnished pipeline system to McGuire Air Force Base (AFB), NJ.

All responsible sources may submit a capability statement demonstrating the ability to provide the requested service, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice of intent to sole source on or before November 13, 2026, at 12:00 pm Local Time Ft, Belvoir, VA. by sending an email to Dominique.1.Vest@dla.mil. The contract requires an annual throughput of 900,000 barrels of Jet-A/JAA, supporting bulk petroleum needs for DLA Energy customers in McGuire AFB, NJ.  All storage must be available and operational upon award at a single facility.

Competitive Environment: There are no planned actions to address barriers that would create a more competitive procurement environment for contract services and ancillary facilities at Bordentown, NJ.

Objectives: The objective of the contract is to ensure uninterrupted support for the Government customers' jet fuel needs.
