CONTRACTOR-OWNED / CONTRACTOR OPERATED AND GOVERNMENT-OWNED / CONTRACTOR-OPERATED, (COCO/GOCO) FUEL OPERATIONS AT (Fort Carson, CO: Pinyon Canyon and Wilderness Road)

The Defense Logistics Agency (DLA) Energy FESBA anticipates issuing a Request for Proposal (RFP) for bulk/retail fuel services for CONTRACTOR-OWNED / CONTRACTOR OPERATED AND GOVERNMENT-OWNED/CONTRACTOR-OPERATED, (COCO/GOCO)

FUEL OPERATIONS AT (Fort Carson, CO: Pinyon Canyon and Wilderness Road). This includes services for the operations, management and administration pertaining to the receipt, storage and handling, and issue of DLA Energy fuel products. The Contractor will be expected to provide COCO/GOCO operation and maintenance services for bulk and retail refueling services. This procurement will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 493190 (Other Warehouse and Storage).

The current size standard is $36.5 million. The Government anticipates awarding a firm-fixed-price contract with a four-year base period of performance beginning May 01, 2027, to April 30, 2031, followed by four (4) five-year option periods and one (1) 4.5-year option period as shown below:

Option 1: May 01, 2031, to April 30, 2036 Option 2: May 01, 2036, to April 30, 2041 Option 3: May 01, 2041, to April 30, 2046 Option 4: May 01, 2046, to April 30, 2051 Option 5 May 1, 2051, to October 31, 2055 Extension Option: November 1, 2055 – April 31, 2056 The contract will be subject to FAR 52.222-41, Service Contract Labor Standards. The solicitation is anticipated to be posted to the Contracting Opportunities website at www.beta.SAM.gov.

Interested vendors must be registered in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), formerly Wide Area Workflow (WAWF), to submit proposals.
