Responsibilities: Defense Logistics Agency (DLA) Energy-FESAB will be issuing a Request for Proposal (RFP) for fuel services to include operation and maintenance of incidental fixed fuel facilities, aircraft and ship aviation fuel services, and ground vehicle fuel services at NAS Key West. The contractor will ensure safe, accurate, timely handling, quality control, and accountability of all petroleum products under their control.

The contractor will perform management, operation, maintenance, repair, product quality surveillance, inventory, accounting controls, security, safety, and environmental protection of the assets, properties and performance duties as identified in the PWS. The contractor will comply with environmental protection, safety, and security directives, utilizing the best industry directives, regulations, and instructions, in accordance with DoD, Federal, Navy, State, and Local References and Laws.

Background: The NAS Key West fuel facility consists of two distinct areas that lie approximately a mile apart. Bulk storage lies to the south of the base while the fill-stand, refueler parking, and administrative compound are located adjacent to the main flightline area or the center of the base. Bulk storage consists of four (4) tank jet fuel systems and components necessary to receive, hold, and dispense the products.

The system is supplied by commercial underwater pipeline operated by Key West Pipeline Company located at Trumbo Point, a Navy/USCG facility some 9 miles from NAS Key West, Boca Chica Field, by road. Two vaulted off-spec tanks are also located within the bulk storage area. The fill-stand, refueler parking, and administrative compound lie approximately one mile inland near the flightline. A two-lane fill- stand, Fac. 935, dispenses product to the refuelers kept in the adjacent parking area.

Bldg. 4191 at the center of the compound houses the dispatch center and driver's ready room, the Terminal Manager and administrative offices, and the fuel laboratory. The Contracting Officers’ Representative (COR) office is also located in Bldg. 4191. The Contractor’s maintenance area is a covered area behind Bldg. 4191. This procurement will be 100% set aside for Service-Disabled Veteran Owned Business (SDVOSB) under NAICS code 493190 (Other Warehouse and Storage).

The Government anticipates[ST1] awarding a firm fixed-priced contract. The resultant contract will include a four-year base period of performance with one, five-year option in accordance with (IAW) FAR 52.217-9. Additionally, an option not to exceed six months IAW FAR 52.217-8 will be included in the solicitation. This procurement will be solicited under full and open competition after the exclusion of sources. DLA Energy is working toward posting the solicitation within the next 60 days.

The RFP will close about 45 days after posting. The solicitation will be published electronically on the System for Award Management (SAM) website https://sam.gov/ . Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). This is not an RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
