This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number SP4703-25-R-0008 is issued as a Request For Proposal (RFP). This acquisition is set-aside 100% for small businesses.

The North American Industry Classification System (NAICS) Code is 541930. The small business size standard is $22.5M. This is a firm fixed-price (FFP) Requirements Contract under FAR 16.503 utilizing a Max/Ceiling Dollar Value. The contract PoP will be five (5) years with 12-month Task Orders (TOs) issued against the contract to provide services.

This requirement is to provide qualified American Sign Language (ASL) interpreting services to deaf and hard of hearing (D/HH) employees in a variety of work-related settings. Refer to attached PWS for further details. The Contractor shall provide pricing for all performance periods to equal a total price for the location. The Contractor may provide pricing for only one location or multiple locations. Pricing for each location will be evaluated separately.

Separate awards are anticipated for separate locations and/or groups of separate locations. Contractor is to Use Rough Order Magnitude (ROM) excel spreadsheet attached. The estimated start date for any contract resulting from this solicitation is September 1, 2025. Award will be made to the lowest priced, technically acceptable offeror that meets the requirement stated in the Performance Work Statement (PWS) and RFP. Separate awards are anticipated for separate locations and/or groups of separate locations.

The contractor must be registered in the System for Award Management (SAM) prior to award. If not already registered in SAM, go to System for Award Management (SAM) website www.sam.gov to register prior to submitting your quote. All inquiries must be submitted by Monday, June 2, 2025 at 2:00 PM EST. The incumbent is Parliament LLC contract SP4703-22-D-0002. Service Contract Act applies.
