Notice of intent to Sole Source The U.S. Consulate General Hermosillo is formally announcing the intent to award a firm-fixed-price purchase order (on a sole source basis) for the services described below:

Intended Recipient: Total Play Telecomunicaciiones SA de CV AV. Periferico Sur No. 4119 Torre A Piso 7, Col. Fuentes del P 14140 Degacion Tlalpan, CDMX Mexico Intent to sole-Source: The US Consulate General Hermosillo, Mexico intends to award a sole-source, firm-fixed-price purchase order to TOTAL PLAY TELECOMUNICACIONES for a 5-month period of performance for the acqisition of 100 Mbps dedicated internet services to be provided at NCC (new consulate compound).

Given this is a follow-on requirement, the Contracting Offcer has determined that it is in the Government's best interest to sole source this requirement.

Sole Source Justifiation The 100 Mbps dedicated internet services to be provided are a follow-on requirement with the vendor that is currently providing these services, since the incumbent contractor is the only ISP with propietary infraestructure that will provide full redundancy for our planned range of circuit vendors. the incumbent contractor always responds on time and technical support is provided immediately as requested, being willing to closely follow plans and adapt to schedules.Total Play is also the only vendor that provides access to an on-line monitoring tool of our circuits.

Since this service provides connection for our main netwok in the current building,using the same provider at the NCC allows to create a logical tailcircuit to just switch over when the move is complete. Therefore Total Play Telecomunicaciones is the only source in Hermosillo City that can provide the requested Dedicated Internet Services. this requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i) .
