Notice: The Government has received questions from potential offerors and answers will be posted, along with an amended solicitation, shortly. Be advised that, as a result of the questions, the Government is contemplating changing the requirement for a 65% design to a lesser percentage or no design, and/or extending the date for submission of proposals. Please check this site frequently for updates.

Clarification: The Financial Information Request Form and Bonding Information Request Form have been uploaded as solicitation attachments 16 and 17, respectively.

Clarification: The Contract Ceiling is $400,000,000.00 over the ten year (potential) ordering period.

Clarification: There are two dates in the solicitation for receipt of questions (14 Sep and 15 Sep). We will use the later date, 15 Sep to receive your questions.

Clarification: The solicitation refers to a "Responsiveness Checklist". However, a responsiveness checklist will not be provided by the Government. The Government seeks qualified design-build construction contractors to establish a pool of vendors for multiple award IDIQ contracts. This is a Lowest Price Technically Acceptable (LPTA) with Acceptable Past Performance source selection and 100% Set-Aside for Small Businesses.

The work to be performed consists of, but is not limited to, design-build construction of a broad range of maintenance, repair, paving, trenching, minor construction/alteration and renovation work on real property of low- to high-complexity at Holloman Air Force Base (HAFB) NM, including the airfield and federal real property within a 100-mile radius of the HAFB post office, excluding areas within the State of Texas.

Fair Opportunity Ordering Procedures include Lowest Priced Technically Acceptable, Past Performance/Price tradeoff, Best Technical Value tradeoff, and Simplified evaluation approaches. $400M ceiling over an up to 10-year ordering period, with on- and off-ramping potential.
