Notice of intent for LERG/CLONES data

NOTICE OF INTENT TO SOLE SOURCE This is a “Notice of Intent to Sole Source” announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.

This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized or appropriated for this effort. The Cybersecurity & Infrastructure Security Agency’s Chief of Contracting Office (CISA/COCO) intends to award a sole source IAW FAR part 13.5 to:

Inconetiv 100 Somerset Corporate BLVD STE 5000 Bridgewater, New Jersey 08807-2842, United States for the purchase of CLONES/CLLI and LERG dataset licenses. The datasets provide the Integrated Operations Division (IOD) analyst with a unique capability to develop models of the telecommunication infrastructure for multiple stakeholders which include other Federal Departments and Agencies in the event of a National Security/Emergency Preparedness event.

The anticipated period of performance is for a one-year base period and four, one-year option periods. In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. The Government anticipates the award of a firm-fixed price purchase order.

A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. The acquisition will be conducted through the FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The North American Industry Classification System (NAICS) Code for this requirement is 517121, Telecommunications Resellers, Size standard is 1,500 employees.

This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. Closing date for submitting a capability statement is 7/23/2024 at 3:00 pm Eastern Time.
