THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Department of Health and Human Services intends to award a firm fixed price sole source contract under the authority of FAR Overhaul subpart 12.201-1, for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

The North American Industry Classification System (NAICS) code for this requirement is 334118 - Computer Terminal and Other Computer Peripheral Equipment Manufacturing, and the Product Service Code (PSC) is 7H20 – IT and Telecom – Platform Products: Database, Main.

The purpose of this sole source award is to obtain a custom-configured enterprise-class Windows 11 Pro and NINDS IT compliant high-performance workstation to support big data multiparametric flow cytometry and multispectral image processing and analysis of multiplexed datasets sourced from whole specimen image scans of murine, monkey, and human brain tissue samples routinely acquired at the Flow Cytometry and Imaging Core Facility (FCICF) to support basic and clinical research within the National Institutes of Health (NIH).

Market Research shows that only the Bizon G3000 has the essential characteristics and is compatible with the existing multiplex computational pipelines developed at FCICF. This synopsis does not constitute a solicitation, however interested parties may identify their interests and capability to respond to this requirement within five (5) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to complete this procurement based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. No proprietary, classified, confidential, or sensitive information should be included in the response to this notice.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
