Roof replacement of Building 9464, McGregor Base Camp, NM

Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for roof replacement of building 9464 at the intersection of Patriot Street and W. 2nd Street, located within the McGregor Base Camp, NM.

1. The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to address the need to remove the existing gravel built-up roofing system and replace with new Thermoplastic Polyolefin (TPO) roofing system at building 9464. Construction services and finished products shall be delivered on schedule, safely, and compliant with regulatory codes and standards.

The work to be performed under this contract will be performed at Building 9464 at the intersection of Patriot Street and W. 2nd Street, located within the McGregor Base Camp, NM Installation. The period of performance shall be one-hundred twenty (120) calendar days after issuance of Notice to Proceed (NTP).

2. This acquisition is set aside for HUBZone Small Business under NAICS 238160 (Size Standard $19 Million). The estimated procurement value ranges between $100,000 and $250,000.

3. All work shall adhere to and comply with the most current International Code Council (ICC), the Unified Facilities Criteria (UFC) https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc [military amended codes], NFPA 101 Life Safety Code, the Architectural Barriers Act (ABA) and all other Local, State and Federal Regulations, Codes, and Standards. All Unified Facilities Guide Specifications (UFGS) shall be used for this project (https://www.wbdg.org/guides-specifications).

The Contractor shall provide all labor, supervision, transportation, vehicles, supplies, equipment, materials and services required to perform work under this contract. The Contractor shall, as necessary, provide all equipment needed to perform the work safely and to meet the requirements herein.

4. All work under this contract will be performed within the confines of the McGregor Base Camp, NM.

General Decision Number: NM20250025 03/07/2025;

Superseded General Decision Number: NM20240025;

State: New Mexico;

Construction Type: Building;

County: Otero County in New Mexico, will govern work under this contract. The bid guarantee shall be at least 20% of the bid price but not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price.

5. An organized site visit will be conducted, with details available in the solicitation. The tentative date for issuing the solicitation is on or about 30 July 2025, bid opening is to be determined (TBD), and completing contract performance 120 calendar days after NTP under TBD solicitation number.

6. The technical exhibits will be available for inspection without charge through SAM.gov at https://sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://sam.gov to receive a government contract award. Online Representations and Certifications Application (ORCA) must also be current and include NAICS 238160 to qualify to receive a contract award.
