Roof Assessment and Repair at the Albuquerque Area Indian Health Service Healthcare Facilities

The Indian Health Service (IHS), the Albuquerque Area Indian Health Service (AAIHS) has a requirement for roof assessment and repair services. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation # 75H70727Q00004 is issued as a Request for Quotes (RFQ), unless otherwise indicated herein.

The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2026-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 238160. Set-Aside: This acquisition is set-aside for Indian Small Business Economic Enterprise (ISBEE) concerns, with a cascading set-aside. Under the Buy Indian Act, 25 U.S.C.

47, through the transfer of authority from the Department of Interior to HHS, offers will be solicitated from Indian Small Business Economic Enterprises (see HHSAR Subpart 326.6) that are also small business concerns. If there is not enough competition and/or reasonably priced offers received from the ISBEE set-aside, then quotes will be considered for award to other small business concerns. Any acquisition resulting from this cascading set-aside will be from such a concern as follows:

Services shall be provided at the following Albuquerque Area Indian Health Service facilities: Albuquerque Indian Health Center (AIHC), 801 Vassar Drive NE, Albuquerque, NM, 87106 Albuquerque Indian Dental Clinic (AIDC), 9169 Coors Blvd NW, Albuquerque, NM 87120 Mescalero Indian Health Center (MIHC), 318 Abalone Loop, Mescalero, NM, 88340 Other Details SAM Requirement - This solicitation requires registration with the sam.gov prior to award, pursuant to applicable regulations and guidelines.

Invoicing – Invoices submitted under an award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payments Requests (APR 2026) (RFO Deviation). Payment – All payments by the Government under an award shall be made by electronic funds transfer (EFT), per FAR 52.232.33 (OCT 2018).
