SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this notice.
Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP), or Information for Bid (IFB). No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice.
The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. The estimated cost of construction is between $500,000 and $1,000,000.
PROJECT DESCRIPTION: The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for the following:
Construction of a sea lamprey trap structure downstream of Gate 16 of the St. Marys River Compensating Works in Chippewa County, MI. The project will involve installing a steel-grating platform, trap vault, and lift system. The steel-grating platform will be 11-feet-long and 8-feet-wide and be supported by steel members fixed to a concrete wingwall. The trap vault will be composed of steel plates and be fixed to the required platform and the existing concrete sill.
The lift system will include one free-standing jib crane with a minimum rating of 1 ton. The project may involve stone replenishment on eroding banks downstream of the required trap structure. Interested companies who have completed similar work are encouraged to respond. Provide descriptions of three projects, similar to the project size, scope, and dollar value ($500k or larger), which have been completed or substantially completed in the last ten years.
Contractors should have been the prime contractor on these projects and should include examples that show their capabilities to perform the following civil construction practices: i. Steel Fabrication ii. Performing lifts iii. Completing in-stream construction activities The contractor will have an estimated 500 calendar days to complete this requirement. The contract is expected to be solicited in the September 2025 timeframe. The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $45 million.
SURVEY: The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this Sources Sought. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
