The 410th Contracting Support Brigade/Regional Contracting Office - Miami (RCO-Miami), in support of US Southern Command (USSOUTHCOM) in Doral, FL, intends to award a sole-source, Firm-Fixed-Price (FFP) contract to Quadient Inc. utilizing GSA Contract #47QSMA20D08QV. The anticipated Period of Performance is a 12-month base period, four (4) 12-month option periods, and a potential six-month extension per FAR 52.217-8.

The Government requires Web Tracking Services (WTS), a Commercial-Off-The-Shelf (COTS) mail tracking product, to replace a failing legacy system and maintain Official Mail and Distribution Center (OMDC) compliance with Military Postal Services Procedures Manual (MPM) directives. Quadient Inc. is the proprietary developer and sole provider of the WTS software required to utilize Southcom_Miami's existing physical mailroom scanning and signature hardware.

Introducing any other software would require a complete, highly inefficient replacement of all physical mailroom hardware, resulting in substantial duplication of cost and unacceptable technical risk. The determination of this sole source procurement is in accordance with RFO FAR 12.102(a), which states that for acquisitions valued at or below the simplified acquisition threshold (SAT), the decision that only one source is available and the basis for the decision must be documented.

Awarding this contract on a competitive basis to another vendor would cause potential mission failure. This is NOT a Request for Quote (RFQ) or Request for Proposal (RFP). No solicitation package is available. However, the Government will consider capability statements, proposals, or quotes submitted by responsible sources received by the closing date of this notice to determine whether a competitive procurement is warranted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
