MICC – Fort Belvoir is seeking preliminary market research information from capable and reliable sources to gain knowledge of potential qualified business sources capable of performing Groundwater and Gas Monitoring, and Topographic Surveying Services as described in the attached Performance Work Statement (PWS). The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services to provide groundwater and gas monitoring, and annual topographic surveying in Area B at the Fort Detrick Sanitary Landfill. The contractor shall perform to the standards in this contract.
Special Qualifications: The Contractor must exhibit a knowledge of the following:
1) Technical understanding of COMAR 26.04.07.08B(17) and 26.04.07.09F, and EPA Title 40 CFR 258, Solid Waste Disposal regulations and experience with landfill monitoring in the State of Maryland;
2) Groundwater Scientist with a technical understanding of geology and landfill monitoring;
3) Knowledge of taking QA/QC samples, including method blanks, surrogate recoveries, and duplicate and spike duplicate samples;
4) Knowledge of contracts with the Federal government with requirements for similar projects.
