Quantum Networking Metrology Support

The National Institute of Standards and Technology (NIST) intends to negotiate, on a Sole Source basis, under the authority of FAR 13.106(b)(1), with IZUM Inc (C4HKEB7DRCR8) located at 12506 Stoney Creek Rd, Potomac MC, 20854 for the procurement of contractor support in the development of new networking and measurement technologies for next-generation quantum networks in several key areas.

Performance of this service will be located at the Communication Technology Laboratory (CTL), Smart Connected Systems Division (SCSD) at NIST Gaithersburg MD campus. Sole source determination is based on the critical need to maintain continuity of contractor support currently provided by IZUM in the building, testing, and deployment of disaggregated network architecture infrastructure for Classical and Quantum Networking.

Of which, IZUM has extensive experience and knowledge in communication and networking protocols including Mesh Networks, vehicular communication, 5G Wireless Communication, and Smart Grid. The introduction of a new consultant would result in a detrimental “learning curve” interruption, which would invariably create a negative project schedule and cost impact to the organization.

Based on market research, and our need to ensure the government need is met, IZUM Inc. has been identified as the only source capable of meeting all of NIST’s minimum requirement.

The North American Classification System (NAICS) code for this acquisition is 541519– Other Computer Related Services and the business size standard is $34M.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation.
