Performance of this service will be located at the Communication Technology Laboratory (CTL), Smart Connected Systems Division (SCSD) at NIST Gaithersburg MD campus. Sole source determination is based on the critical need to maintain continuity of contractor support currently provided by IZUM in the building, testing, and deployment of disaggregated network architecture infrastructure for Classical and Quantum Networking. Of which, IZUM has extensive experience and knowledge in communication and networking protocols including Mesh Networks, vehicular communication, 5G Wireless Communication, and Smart Grid. The introduction of a new consultant would result in a detrimental “learning curve” interruption, which would invariably create a negative project schedule and cost impact to the organization. Based on market research, and our need to ensure the government need is met, IZUM Inc. has been identified as the only source capable of meeting all of NIST’s minimum requirement. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
