NOTICE OF INTENT TO SOLE SOURCE TO The Open Group

The Joint Tactical Networking Center (JTNC) within the Naval Information Warfare Center (NIWC) Pacific, has a requirement to procure a professional membership subscription to the Sensor Open Systems Architecture (SOSA) Consortium. Sponsor Membership allows the JTNC designate one voting representative to the steering committee and up to five people to the Advisory Board.

This membership allows JTNC to influence key stakeholders aligned with The Open Group and supports the mission of the JTNC (developing and defining waveform standards). The Open Group is a private entity/consortium of DoD and Commercial entities which work together to influence waveform interoperability and development standards. Professional membership to this group allows the JTNC to chair the committee and influence policy.

Additionally, it allows the JTNC to be at the forefront of new techniques to develop and disseminate software and hardware to other DoD and commercial entities. The Open Group is the only organization that can provide membership within the Sensor Open System Architecture Consortium; other professional organizations do no provide membership to the Sensor Open System Architecture Consortium. Therefore, The Open Group is the only source available for this highly specialized requirement.
