Notice of Intent to Sole Source Award to Altair Engineering

This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm Fixed Price (FFP) purchase order on a noncompetitive basis to Altair Engineering, CAGE Code 1F7F6, of 1820 East Big Beaver Troy MI 48083. The requirement is for the following:

Altair Engineering Description: Altair Software Units Annual Support and Maintenance – Enterprise Suite Part Number: AU-ENT-STD-MTN Quantity: 90 per year Term: 1 year base plus 4 option years (not to exceed) The Government intends to negotiate the purchase order on a sole source basis under the authority of FAR 13.106-1(b), only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR Part 12 Acquisition of Commercial items, apply.

However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A copy of the Request for Quote will be made available upon request. The applicable NAICS Code is 513210 – Software Publishers and the size standard is $47,000,000 average annual receipts. Please be advised the aforementioned information is anticipatory in nature and is not binding.

This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a quotation which shall be considered by the agency. Interest parties must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
