Repair Crosswalk/Secure Vault: Repair critical communications

Contract is 8(a) sole-source award, and firm fixed price. An 8(a) firm, Diverse Solutions Group, had recently provided a capabilities briefing with PWD Great Lakes’ contracting office and indicated an interest in performing work for our office’s area of responsibility. Their past performance shows that they have experience in design/build projects involving integral parts of power and communication network systems. Diverse Solutions Group was contacted to determine their interest in performing this project.

They were sent the scope of work and provided the construction order of magnitude and period of performance. They indicated they were interested in completing this project. The commercial market will not be considered since NAVFAC products and services for any construction would not be appropriate for this solicitation, reference “NAVFAC Commercial Items Considerations” posted in the Business Process Management System (BPMS).

In accordance with FAR 19.805-1(a)(2), competition amongst eligible 8(a) participants is not required for construction projects with an estimated value under $4,500,000. The Independent Government Estimate is below $4,500,000. Diverse Solutions Group is an 8(a) contractor in good standing with the SBA, and they are interested in completing this project. They have provided past performance that is relevant to this project. Diverse Solutions Group is an 8(a) business development program contractor.

In accordance with the Department of Defense/Small Business Administration (SBA) partnership agreement for procurements over the Simplified Acquisition Threshold, the Washington Metropolitan Area District Office (WMADO) US SBA was sent a request letter for offer of requirement to Diverse on 31 May 2024. The SBA determined that Diverse meets the 8(a) Business Development Program’s social disadvantage requirement as applicable and approved the action on 6 June 2024.
