GENERAL INFORMATION:

1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted on SAM.gov.

2. This solicitation documents and incorporates provisions and clauses of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) that are in effect on the date of this solicitation's issuance. REQUIREMENT INFORMATION:

Portsmouth Naval Shipyard requests a quote to provide the following: Renewal of HPAC maintenance services on three (3), Universal HIGHPACK Model 55H75 five stage air cooled, oil lubricated, reciprocating compressors at Portsmouth Naval Shipyard Detachment San Diego (PNSDETSD. The HPAC maintenance will require four separate intervals for service. These intervals are every 500 hours (or, semi-annual), every 1200 hours (or, annual), and every 3000 hours (or every two years) and every 6000 hours (or every 4 years). In addition to the scheduled preventative and corrective maintenance, the Contractor shall provide over and above repair services if it is identified that current issues with equipment exist that impact the equipment receiving maintenance. See Attachment 4 HPAC Maintenance Schedule for the maintenance intervals by year and by the equipment listed in accordance with the Statement of Work.

METHOD OF QUOTE SUBMISSION:

Offer shall be emailed to the Contracts POC Lisa Fielding, lisa.a.fielding.civ@us.navy.mil

System for Award Management (SAM): Vendor must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

Validity: The quote must remain valid for a minimum of 30 calendar days.

Technical Requirements: Since this is a sole-source procurement to the OEM, the technical quote is simplified. The Offeror shall provide a brief capability confirmation stating that factory-certified technicians will perform the services and that OEM proprietary replacement parts will be used

Price Reasonableness: The proposed price will be evaluated for reasonableness by comparing the contractor's total quote against the Independent Government Cost Estimate (IGCE) and historical prices paid by both government and commercial entities for the same or similar services, ensuring the best value to the Navy.

Contractor Responsibility: The contractor must be determined responsible in accordance with FAR Part 9 (active SAM.gov registration, no active debarments, and satisfactory past performance).

Over and Above Work CLINs have a "Not to Exceed" (NTE) funding limit of $10,000.00.
