Rubber Expansion Joints

NAVSUP Fleet Logistics Center Puget Sound (FLCPS) intends to solicit for Original Equipment Manufacturer (OEM) Garlock Sealing Technologies LLC Rubber Expansion Joints.

This requirement is solicited on a Brand Name basis for Garlock Sealing Technologies LLC Rubber Expansion Joints due to the following:

Garlock EZ-FLO® Style 206 Expansion Joints are required because they possess specific design and performance characteristics necessary to meet the Government’s operational requirements. The required product incorporates a single wide flowing arch that eliminates the need for filled arches in slurry-service applications. Its self-flushing configuration is required to minimize media accumulation within the joint and reduce fluid turbulence, thereby supporting reliable system flow and reducing the likelihood of premature degradation or maintenance-related downtime. The required configuration consists of an elastomeric expansion joint reinforced with nylon tire cord, full-face rubber flanges, and a single wide flowing arch. Required retaining-ring options include ASTM A36 steel, black painted or galvanized, or stainless steel, as appropriate for the installed environment and corrosion-control requirements.

Furthermore, the Style 206 EZ-FLO® design provides high-pressure resistance required for the intended application. This capability supports longer service life and may reduce the quantity and variety of spare expansion joints that must be maintained in inventory. The product’s lightweight construction also supports efficient installation and lowers shipping and handling costs. Garlock Style 206 EZ-FLO® expansion joints can also be designed to meet applicable requirements of ASTM F1123 and Navy Specification 46 CFR 56.60-25(e), as required by the installation and system design. Additionally, the American Bureau of Shipping (ABS) Naval Maintenance Protocol refers to a set of classification standards, guidelines, and inspection procedures developed specifically for the design and lifecycle maintenance of naval vessels.

A product that does not provide the specified required ABS certifications, single-wide-arch, self-flushing design may require filled arches or introduce internal geometries that can permit slurry media buildup, increase turbulence, and create additional maintenance or reliability risk. Alternative expansion joints that do not meet the required specifications would not satisfy the Government’s minimum needs.

Interested companies may identify their interest and capability to respond to the requirement, which will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government.  

Quotes will be evaluated in accordance with RFO 12.203, the Government will select the most advantageous offer based on the following evaluation factors: technical including delivery date, price, and past performance in no order of relative importance.
